Q: Is the solicitation seeking, at least in part, proposals which seek to develop technologies or evaluate those technologies from an operational standpoint?
A: It is not seeking proposals for technology development. Technology evaluation may or may not be relevant depending on how it relates to the objective of this solicitation. The solicitation seeks proposals for a comprehensive evaluation of how technology affects policing strategies and the effectiveness of the resulting strategies in achieving their intended purpose. That evaluation is intended to inform police executives and civilian policymakers as to the most promising and least promising strategies. This evaluation is also expected to inform the development of new policing strategies.
